根据湖南省教委湘学位办[1999]1号文件的规定，从1999年开始自考毕业生申请学士学位必须具备以下条件：

3.参加全省统一的学位外语考试且获合格证书。

1.学位外语考试必须在所申请学位的学校参加考试，否则成绩无效。

3.学位外语考试语种暂时只开考英语、日语，其它语种开考时间与考试中心联系。

国家承认的是第二学士学位，而双学位（辅修专业）是不承认的。
