二、生态政治的兴起、发展及意义（一）生态危机--生态政治兴起的动因和基础所谓生态危机，指的是人类赖以生存和发展的自然环境或生态系统结构和功能由于人为的不合理开发、利用而引起的生态环境退化和生态系统的严重失衡过程。自工业革命以来，尤其是20世纪后50年全球环境遭到空前严重破坏和污染，并被一些生态学家、政治家称为20世纪人类犯下的三大愚蠢行为之一和第三次世界大战。
地球日发起人盖洛德·纳尔逊曾精辟说道：来自自然的威胁（生态危机）是比战争更为危险的挑战，从德国和日本我们知道一个国家可以从战争的创伤中恢复起来，但没有一个国家能从被毁坏的自然环境中迅速崛起。50年代以后，世界环境相继出现温室效应、大气臭氧层破坏、酸雨污染日趋严重、有毒化学物质扩散、人口爆炸、土壤侵蚀、森林锐减、陆地沙漠化扩大、水资源污染和短缺、生物多样性锐减等十大全球性环境问题。
